Question:
What aspect of humanity promotes such brutality as has been seen in wars currently raging on Earth? I realize wars are by nature indiscriminately cruel, but the recent attacks on infants seem like targeted aggression against innocence?

There are several ways to deliberately eliminate conscience in soldiers and turn them into inhuman killing machines — something some superpowers experiment with during proxy wars before using it on their own armies.
The long process (used in creating sexslaves for the elite, and in preparing future spies):
Since infancy, cruelty is used to split the personality.* A trigger is used to bring out the dormant personality which is a psychopath and will commit acts that the other “normal” personality will not remember in its daily life. This lifelong preparation is usually inter-generational, because it requires parental cooperation. This specialized method has the advantage of bodily injuries incurred when the psychopathic personality is dominant, completely disappearing when it becomes dormant again. The disadvantage is that this time-consuming way isn’t practical on a large scale. But rage can be instilled in future soldiers by mistreating and hurting them as children.
The more practical way to subdue human compassion on a large scale, as was seen in recent acts of horrific cruelty, is through chemically induced brutality. This method has been used for thousands of years, where attacking soldiers have been turned into mindless killing machines by giving them specially prepared drinks, etc. Although used for millennia, sophisticated laboratories have now prepared a drug that not only suppresses conscience, but creates superhuman strength in a soldier. It enables the soldier to run as fast as a car, and have superhuman strength that would require about twelve men to subdue.
The drug was tested on a large scale during the Hamas attack and obtained the day before, during a visit from the terrorist leader to the head of one of the superpowers. I have seen these occurrences during visions in the night and although I cannot clearly remember the name of the drug, it sounded like the phrase, “FRAAKA”.† The technology to dig tunnels under cities, by melting rock, has also been made available to terrorists.‡

Unfortunately almost anything that can be made up by humanity will be tried to be put forth practically.
This includes chemical, mental and cybernetic enhancements. Furthermore any idea that someone on a powertrip can come up with.
Not sure if energetically and eternally dodging the subject is the right way to look at this. Maybe humanity needs to go through these implementations in order to figure out that it does not work. To mature by trial and error, despite the hurt these lessons will generate.
