Do the meanings of the dream symbols apply in the same way to all people?

I'd say about 95% of it does, which makes it an extremely reliable tool of guidance. The other 5% symbolizes personal experiences that have created personalized meanings. In other words, you have a special language to communicate with your subconscious.
For me, for example, images of teddies represent, 'relax, don't worry' — a meaning unique to me; part of the 5%.
Images of cats according to the Dream Dictionary mean 'everyday, temporal affairs' (part of the 95%). An image of a mouse or a rat, according to the dream dictionary, means there's a secret (hidden information) to discover. But I have taken the interpretation a step further by making a unique interpretation: if it's a cute mouse (like Mickey Mouse), then I interpret it as meaning: 'reset, start over'.
So as you see, your subconscious will speak to you, if it knows you're listening. Therefore, the more you interpret the signs in your environment and your dreams, the more you become skilled at using it as a source of guidance.
