What's the deeper meaning of the rare cicada mass emergence?

The Seer:
I have over the years spoken about the cycles of various demographic groups' prominence in society; how various groups alternately become the influencers in society. For instance: a cycle of warriors being the most powerful group, followed by royalty (kings and queens), followed by statesmen, followed by bankers, followed by celebrities (athletes and other celebrities).

Well, the cicada emergence indicates a new cycle of influence; a new voice becoming influential — the voice of the pariahs. Those who were previously seen as undesirable, are now becoming an acceptable influence and standard.

For instance:
Previously, to be skinny was desirable, but more and more overweight individuals are becoming models, and even those with deformities are part of the urge to promote the lowest common denominator.

Rogier:
What about his fungal infection affecting a percentage of the cicadas, apparently with their genitals falling off?

The Seer:
Although it's supposedly the high moral ground to elevate the status of the previously shunned portions of society, there is a very barbaric purpose behind it.

While authorities look moral and good (caring about the marginalized sections of the populace) they are creating vaccines that sterilize minorities or others they deem undesirable or a burden on society, like the elderly. The more they target the elderly, the longer they delay having to reveal the inescapable fact that Social Security and Welfare is completely bankrupt.^*
